Publication 561 describes jewelry as specialized property and calls for reporting style, gemstone cut and setting, fashion, color, weight, brilliance and flaws. It also notes that labor cost paid to make a piece can have little or no effect on FMV and that sentimental value does not affect FMV. Those points prevent both under- and over-valuation: metal-only treatment can miss real design or gem value, while original invoice or emotion cannot substitute for market evidence.

Insurance replacement is not an orderly resale conclusion
NAIC advises consumers that insurers may require an appraisal and warns that purchase appraisals can be inflated; it suggests considering an independent appraisal and keeping photographs and the report in the home inventory. Ask the insurer whether it needs retail replacement, agreed value, scheduled amount or another basis and how often it expects updates.
For resale, compare written net bids from the appropriate market. A brand or antique specialist may be better than a scrap buyer. If no evidence supports value beyond metal, document that limitation instead of inventing a design premium.

Jewelry appraisal questions
Is a jewelry appraisal the same as gold value?
No. A jewelry appraisal can include metal, gemstones, maker, design, workmanship, condition and a purpose-specific market. Gold melt value covers only supported recoverable gold before commercial deductions.
Should stones be included in gold weight?
No. Stones and non-gold components should not be valued as gold. Their weight must be measured, documented or reasonably estimated with the limitation stated.
Does sentimental value count in an appraisal?
IRS Publication 561 states that sentimental personal value does not affect fair market value. A non-market personal attachment can be important to the owner without becoming FMV.
Can an insurance appraisal predict a resale offer?
No. Insurance replacement and resale use different markets, costs and assumptions. Ask the appraiser and insurer which value definition the report uses.
