2026 DONOR BOUNDARY
The annual exclusion is per recipient, not a universal no-record threshold
The IRS states that the 2026 annual exclusion remains $19,000 per donee. That fact does not answer whether a transfer is a present interest, whether spouses are splitting gifts, whether several transfers must be combined, whether consideration was received or whether Form 709 is required for another reason. Preserve the item value and transfer structure even when the donor expects the annual exclusion to cover the gift.
GIFT VERSUS INHERITANCE
The timing of the transfer can reverse the basis framework
Publication 551 generally carries donor basis into a lifetime gift for gain, while inherited property generally begins from an estate valuation framework. A gift made shortly before death should not be relabeled as an inheritance, and inherited property should not be assigned the decedent's purchase receipt by habit. Use the governing transfer documents and link the records to either the gift or estate path.

Gold gift questions
Is giving someone gold a taxable gift?
A transfer for less than full consideration can be a gift for federal gift-tax purposes. Exceptions, exclusions and filing rules may apply. The donor generally handles Form 709 analysis; a reportable gift does not automatically mean gift tax is due.
What records should go with gifted gold?
Transfer the exact item inventory, donor adjusted-basis and acquisition records, donor holding-period evidence, gift date, gift-date fair-market-value method, signed handoff and any Form 709 or appraisal records that apply.
Does gifted gold receive a step-up in basis?
No general date-of-gift step-up applies. Publication 551 uses donor adjusted basis for gain, with a separate fair-market-value rule for loss when gift-date FMV is lower. Inheritance follows a different framework.
Can I use spot gold as the value of a gift?
Spot can measure contained metal but may not equal fair market value for a specific coin, bar, jewelry item, collection or quantity. Record product, condition, market, premium, bid/ask and observation time.
